The neocons' next war

By secretly providing NSA intelligence to Israel and undermining the hapless Condi Rice, hardliners in the Bush administration are trying to widen the Middle East conflict to Iran and Syria, not stop it.

Salon" -- -- The National Security Agency is providing signal intelligence to Israel to monitor whether Syria and Iran are supplying new armaments to Hezbollah as it fires hundreds of missiles into northern Israel, according to a national security official with direct knowledge of the operation. President Bush has approved the secret program.

Inside the administration, neoconservatives on Vice President Dick Cheney's national security staff and Elliott Abrams, the neoconservative senior director for the Near East on the National Security Council, are prime movers behind sharing NSA intelligence with Israel, and they have discussed Syrian and Iranian supply activities as a potential pretext for Israeli bombing of both countries, the source privy to conversations about the program says. (Intelligence, including that gathered by the NSA, has been provided to Israel in the past for various purposes.) The neoconservatives are described as enthusiastic about the possibility of using NSA intelligence as a lever to widen the conflict between Israel and Hezbollah and Israel and Hamas into a four-front war.

Secretary of State Condoleezza Rice is said to have been "briefed" and to be "on board," but she is not a central actor in pushing the covert neoconservative scenario. Her "briefing" appears to be an aspect of an internal struggle to intimidate and marginalize her. Recently she has come under fire from prominent neoconservatives who oppose her support for diplomatic negotiations with Iran to prevent its development of nuclear weaponry.

Rice's diplomacy in the Middle East has erratically veered from initially calling on Israel for "restraint," to categorically opposing a cease-fire, to proposing terms for a cease-fire guaranteed to conflict with the European proposal, and thus to thwarting diplomacy, prolonging the time available for the Israeli offensive to achieve its stated aim of driving Hezbollah out of southern Lebanon. But the neocon scenario extends far beyond that objective to pushing Israel into a "cleansing war" with Syria and Iran, says the national security official, which somehow will redeem Bush's beleaguered policy in the entire region.

In order to try to understand the neoconservative road map, senior national security professionals have begun circulating among themselves a 1996 neocon manifesto against the Middle East peace process. Titled "A Clean Break: A New Strategy for Securing the Realm," its half-dozen authors included neoconservatives highly influential with the Bush administration -- Richard Perle, first-term chairman of the Defense Policy Board; Douglas Feith, former undersecretary of defense; and David Wurmser, Cheney's chief Middle East aide.

"A Clean Break" was written at the request of incoming Likud Party Prime Minister Benjamin Netanyahu and intended to provide "a new set of ideas" for jettisoning the policies of assassinated Israeli Prime Minister Yitzhak Rabin. Instead of trading "land for peace," the neocons advocated tossing aside the Oslo agreements that established negotiations and demanding unconditional Palestinian acceptance of Likud's terms, "peace for peace." Rather than negotiations with Syria, they proposed "weakening, containing, and even rolling back Syria." They also advanced a wild scenario to "redefine Iraq." Then King Hussein of Jordan would somehow become its ruler; and somehow this Sunni monarch would gain "control" of the Iraqi Shiites, and through them "wean the south Lebanese Shia away from Hezbollah, Iran, and Syria."

Netanyahu, at first, attempted to follow the "clean break" strategy, but under persistent pressure from the Clinton administration he felt compelled to enter into U.S.-led negotiations with the Palestinians. In the 1998 Wye River accords, concluded through the personal involvement of President Clinton and a dying King Hussein, the Palestinians agreed to acknowledge the legitimacy of Israel and Netanyahu agreed to withdraw from a portion of the occupied West Bank. Further negotiations, conducted by his successor Ehud Barak, that nearly settled the conflict ended in dramatic failure, but potentially set the stage for new ones.

At his first National Security Council meeting, President George W. Bush stunned his first secretary of state, Colin Powell, by rejecting any effort to revive the Israeli-Palestinian peace process. When Powell warned that "the consequences of that could be dire, especially for the Palestinians," Bush snapped, "Sometimes a show for force by one side can really clarify things." He was making a "clean break" not only with his immediate predecessor but also with the policies of his father.

In the current Middle East crisis, once again, the elder Bush's wise men have stepped forward to offer unsolicited and unheeded advice. (In private they are scathing.) Edward Djerejian, a former ambassador to Israel and Syria and now the director of the James Baker Institute at Rice University, urged on July 23, on CNN, negotiations with Syria and Iran. "I come from the school of diplomacy that you negotiate conflict resolution and peace with your enemies and adversaries, not with your friends," he said. "We've done it in the past, we can do it again."

Charles Freeman, the elder Bush's ambassador to Saudi Arabia, remarked, "The irony now is that the most likely candidate to back Hezbollah in the long term is no longer Iran but the Arab Shiite tyranny of the majority we have installed in Baghdad." Indeed, when Iraqi Prime Minister Nouri al-Maliki came to Washington in the last week of July he preceded his visit with harsh statements against Israel. And in a closed meeting with U.S. senators, when asked to offer criticism of Hezbollah, he steadfastly refused.

Richard Haass, the Middle East advisor on the elder Bush's National Security Council and President Bush's first-term State Department policy planning director, and now president of the Council on Foreign Relations, openly scoffed at Bush's Middle East policy in an interview on July 30 in the Washington Post: "The arrows are all pointing in the wrong direction. The biggest danger in the short run is it just increases frustration and alienation from the United States in the Arab world. Not just the Arab world, but in Europe and around the world. People will get a daily drumbeat of suffering in Lebanon and this will just drive up anti-Americanism to new heights." When asked about the president's optimism, he replied, "An opportunity? Lord, spare me. I don't laugh a lot. That's the funniest thing I've heard in a long time. If this is an opportunity, what's Iraq? A once-in-a-lifetime chance?"

The same day that Haass' comments appeared Brent Scowcroft, the elder Bush's national security advisor and still his close friend, published an Op-Ed in the Washington Post written more or less as an open letter to his erstwhile and errant protégé Condoleezza Rice. Undoubtedly, Scowcroft reflects the views of the former President Bush. Adopting the tone of an instructor to a stubborn pupil, Scowcroft detailed a plan for an immediate end to the Israel-Hezbollah conflict and for restarting the Israeli-Palestinian peace process, "the source of the problem." His program is a last attempt to turn the president back to the ways of his father. If the elder Bush and his team were in power and following the Scowcroft plan, a cease-fire would have been declared. But Scowcroft's plan resembles that of the Europeans, already rejected by the Bush administration, and Rice is the one offering a counterproposal that has put diplomacy into a stall.

Despite Rice's shunning of the advice of the Bush I sages, the neoconservatives have made her a convenient target in their effort to undermine all diplomatic initiatives. "Dump Condi," read the headline in the right-wing Insight Magazine on July 25. "Conservative national security allies of President Bush are in revolt against Secretary of State Condoleezza Rice, saying that she is incompetent and has reversed the administration's national security and foreign policy agenda," the article reported. Former House Speaker Newt Gingrich, a member of the Defense Policy Board, was quoted: "We are sending signals today that no matter how much you provoke us, no matter how viciously you describe things in public, no matter how many things you're doing with missiles and nuclear weapons, the most you'll get out of us is talk."

A month earlier, Perle, in a June 25 Op-Ed in the Washington Post, revived an old trope from the height of the Cold War, accusing those who propose diplomacy of being like Neville Chamberlain, the British prime minister who tried to appease Hitler. "Condoleezza Rice," wrote Perle, "has moved from the White House to Foggy Bottom, a mere mile or so away. What matters is not that she is further removed from the Oval Office; Rice's influence on the president is undiminished. It is, rather, that she is now in the midst of and increasingly represents a diplomatic establishment that is driven to accommodate its allies even when (or, it seems, especially when) such allies counsel the appeasement of our adversaries."

Rice, agent of the nefarious State Department, is supposedly the enemy within. "We are in the early stages of World War III," Gingrich told Insight. "Our bureaucracies are not responding fast enough. We don't have the right attitude."

Confused, ineffectual and incapable of filling her office with power, Rice has become the voodoo doll that Powell was in the first term. Even her feeble and counterproductive gestures toward diplomacy leave her open to the harshest attacks from neoconservatives. Scowcroft and the Bush I team are simply ignored. The sustained assault on Rice is a means to an end -- restoring the ascendancy of neoconservatism.

Bush's rejection of and reluctance to embrace the peace process concluded with the victory of Hamas in the Palestinian elections. This failure was followed by a refusal to engage Hamas, potentially splitting its new governmental ministers from its more radical leadership in Damascus. Predictably, the most radical elements of Hamas found a way to lash out. And Hezbollah seized the moment by staging its own provocation.

Having failed in the Middle East, the administration is attempting to salvage its credibility by equating Israel's predicament with the U.S. quagmire in Iraq. Neoconservatives, for their part, see the latest risk to Israel's national security as a chance to scuttle U.S. negotiations with Iran, perhaps the last opportunity to realize the fantasies of "A Clean Break."

By using NSA intelligence to set an invisible tripwire, the Bush administration is laying the condition for regional conflagration with untold consequences -- from Pakistan to Afghanistan, from Iraq to Israel. Secretly devising a scheme that might thrust Israel into a ring of fire cannot be construed as a blunder. It is a deliberate, calculated and methodical plot.

Cheney's vice-like grip

Bush has granted his deputy the greatest expansion of powers in American history

The Guardian" -- -- After shooting Harry Whittington, Dick Cheney's immediate impulse was to control the intelligence. Rather than call the president directly, he ordered an aide to inform the White House chief of staff, Andrew Card, that there had been an accident - but not that Cheney was its cause. Then surrogates attacked the victim for not steering clear of Cheney when he was firing without looking. The vice-president tried to defuse the furore by giving an interview to friendly Fox News.

His most revealing answer came in response to a question about something other than the hunting accident. Cheney was asked about court papers filed by his former chief of staff Lewis "Scooter" Libby, indicted for perjury and obstruction of justice in the inquiry into the leaking of the identity of the undercover CIA agent Valerie Plame. In the papers, Libby laid out a line of defence that he leaked classified material at the behest of "his superiors" (to wit, Cheney). Libby said he was authorised to disclose to members of the press classified sections of the prewar National Intelligence Estimate on Saddam Hussein's weapons of mass destruction. Indeed, Cheney explained, he has the power to declassify intelligence. "There is an executive order to that effect," he said.

On March 25 2003 President Bush signed executive order 13292, a hitherto little-known document that grants the greatest expansion of the power of the vice-president in US history. It gives the vice-president the same ability to classify intelligence as the president. By controlling classification, the vice-president can control intelligence and, through that, foreign policy. Bush operates on the radical notion of the "unitary executive", that the presidency has inherent and limitless powers in his role as commander in chief, above the system of checks and balances. Never before has any president diminished and divided his power.

The unprecedented executive order bears the hallmarks of Cheney's former counsel and current chief of staff, David Addington, the most powerful aide within the White House. Addington has been the closest assistant to Cheney through three decades. Inside the executive branch, Addington acts as Cheney's vicar, inspiring fear and obedience. Few documents of concern to the vice-president, even executive orders, reach the president without passing through Addington's hands.

To advance their scenario for the Iraq war, Cheney and co either pressured or dismissed the intelligence community when it presented contrary analysis.

On domestic spying conducted without legal approval of the foreign-intelligence surveillance court, Addington and his minions crushed dissent from James Comey, deputy attorney general, and Jack Goldsmith, head of the justice department's office of legal counsel.

On torture policy, as reported by the New Yorker this week, Alberto Mora, recently retired as general counsel to the US navy, opposed Bush's abrogation of the Geneva conventions. Addington et al told him the policies were being ended, while pursuing them on a separate track.

The first US vice-president, John Adams, called his position "the most insignificant office ever the invention of man contrived or his imagination conceived". When Cheney was defence secretary, he reprimanded Vice-President Dan Quayle for asserting power he did not possess by calling a meeting of the National Security Council when the elder President Bush was abroad.

Since the coup d'etat of executive order 13292, the vice-presidency has been transformed. Perhaps, for a blinding moment, Cheney imagined he might classify his shooting party as top secret.

Condi's Trail of Lies

Salon.com" -- -- Condoleezza Rice's contradictory, misleading and outright false statements about the US and torture have taken America's moral standing - and her own - to new depths. The metamorphosis of Condoleezza Rice from the chrysalis of the protégé into the butterfly of the State Department has not been a natural evolution but has demanded self-discipline. She has burnished an image of the ultimate loyalist, yet betrayed her mentor, George H.W. Bush's national security advisor Brent Scowcroft. She is the team player, yet carefully inserted knives in the back of her predecessor, Colin Powell, climbing up them like a ladder of success. She is the person most trusted on foreign policy by the president, yet was an enabler for Vice President Cheney and the neoconservatives. Now her public relations team at the State Department depicts her as a restorer of realism, builder of alliances and maker of peace.

On her first trip to Europe early this year she left the sensation of being fresh by listening rather than lecturing. The flirtation of power appeared to have a more seductive effect than arrogance. So the old face became a new face. But on this week's trip the iron butterfly emerged.

Rice arrived as the enforcer of the Bush administration's torture policy. She reminded the queasy Europeans that their intelligence services, one way or another, are involved in the rendition of hundreds of suspected terrorists transported through their airports for harsh interrogation in countries like Jordan and Egypt or secret CIA prisons known as "black sites." With her warnings, Rice recast the Western alliance as a partnership in complicity. In her attempt to impose silence, she spread guilt. Everybody is unclean in the dirty war and nobody has any right to complain. "What I would hope that our allies would acknowledge," she said, "is that we are all in this together."

For the European leaders, facing publics hostile to U.S. policy in Iraq and torture, Rice's visit was disquieting. In Italy, prosecutors have issued indictments of 22 current and former CIA operatives for their "extraordinary rendition" of an Egyptian suspect; among those indicted is the former Rome CIA station chief, whom an Italian judge has ruled has no immunity from prosecution. Italian Foreign Minister Gianfranco Fini, asked about renditions, said, "We know absolutely nothing. We have not one single piece of knowledge." If the Italian government knew the facts, it would investigate, he added.

In Britain, the Foreign Office released a diplomatic disclaimer that it has "no evidence to corroborate media allegations about the use of UK territory in rendition operations." But upset members of the House of Commons have launched a parliamentary inquiry into whether the U.K. has violated the European Convention on Human Rights and the United Nations Convention Against Torture. Foreign Minister Jack Straw sent Rice a letter requesting any "clarification the U.S. can give about these reports in the hope that this will allay parliamentary and public concerns."

When the Washington Post reported on the eve of Rice's trip that CIA prisons holding U.S. detainees exist in Romania, Poland and other Eastern European nations, it triggered an explosion. Even though Romania and Poland denied the report, the European Commission and the Council of Europe began investigations. The E.C. declared that for any member state to harbor a CIA prison would be "extremely serious" and bring down sanctions upon it.

In Germany, Rice was greeted by the new chancellor, Angela Merkel, eager to repair relations with the Bush administration made awkward by former Chancellor Gerhard Schroeder's opposition to the Iraq war. Rice's visit was supposed to smooth over the conflicts of the past, but instead it surfaced new ones that indicated that the divisions between Germany - and Europe - and the U.S. are rooted in the Bush administration's fundamental policies.

Rice arrived in Berlin on the heels of a Washington Post report about the rendition, to a secret CIA jail in Afghanistan called the Salt Pit, of a German citizen, Khaled el-Masri, who was tortured and imprisoned for five months in a case of mistaken identity. After meeting with Rice, Merkel announced that Rice had acknowledged that the U.S. had made a "mistake" in the case. But Rice countered with a statement denying she had said that at all. The reconciliation with Germany was botched; Merkel was embarrassed; and Rice's credibility, at least in the German press, was left in tatters.

Rice had hoped to quell the controversy before she landed. On Monday, as she boarded her plane at Andrew Air Force base in Washington, she delivered a lengthy statement on torture. Her speech was remarkable for its defensive, dense and evasive tone. It was replete with half-truths, outright falsehoods, distortions and subterfuges.

Her remarks can never sway or convince any European leader, foreign ministry or intelligence service, which have the means to make their own judgments. In her effort to persuade world opinion and reassure the American public, she raised the debate over torture to greater prominence and virtually invited inspection of her claims.

Rice has made memorable statements in the past. There was her appearance before the 9/11 Commission, in which she had trouble recalling the CIA's Presidential Daily Briefing of Aug. 6, 2001, titled "Bin Laden Determined to Strike in US," and dismissed its significance. There were her many assertions about Saddam Hussein's weapons of mass destruction, including nuclear weapons: "We don't want the smoking gun to be a mushroom cloud." There was her attack on Richard Clarke, the former counterterrorism chief on the National Security Council, for his disclosure that both she and the president did not regard al-Qaida as an urgent threat before Sept. 11, 2001, as a "scurrilous allegation." But her remarks on torture may turn out to be her most unforgettable full-length speech, tainting her tenure as secretary of state as indelibly as Colin Powell's speech making the case for the Iraq war before the United Nations blotted him.

"Torture is a term that is defined by law," said Rice. "We rely on our law to govern our operations." She neglected to explain that "torture" as she used it has been defined by presidential findings to include universally defined methods of torture, such as waterboarding, for which U.S. soldiers were court-martialed in 1902 and 1968 specifically on the basis of having engaged in torture.

But the Bush administration has rejected adherence to the Geneva Conventions as "quaint," in the term of then White House legal counsel and now Attorney General Alberto Gonzales; rejects torture as it is defined in the United Nations Convention Against Torture (although the U.S. is a signatory); and rejects torture as it is interpreted by other international expert bodies, including the European Human Rights Court, whose judgments are binding on the nations of the Council of Europe.

"The United States does not permit, tolerate or condone torture under any circumstances," Rice insisted in her statement. "Moreover, in accordance with the policy of this administration: The United States has respected - and will continue to respect - the sovereignty of other countries." But was the kidnapping of the Egyptian suspect in Italy that has resulted in the 22 indictments of CIA operatives a fiction? Have the Italian prosecutors been made aware that the event was a figment of their imaginations? Was holding el-Masri, the innocent German, not a violation of the sovereignty of another country?

Rice continued: "The United States does not transport, and has not transported, detainees from one country to another for the purpose of interrogation using torture. The United States does not use the airspace or the airports of any country for the purpose of transporting a detainee to a country where he or she will be tortured." But the German government was reported to have a list of 400 flights over European airspace for the purpose of renditions. And Amnesty International reports that there have been 800 such flights. Once again, Rice relies upon her own definition of "torture" to deny it.

She went on: "The United States has not transported anyone, and will not transport anyone, to a country when we believe he will be tortured. Where appropriate, the United States seeks assurances that transferred persons will not be tortured." In fact, the U.S. receives assurances from those countries that it would be unlikely that the suspects will be tortured, a technical loophole that provides for a washing of hands. Everybody on all sides understands that there will be torture, as there has been.

Rice's legal interpretations were authoritative, bland and bogus. It is hard to say whether they should be called Orwellian for their intentional falsity or Kafkaesque for their unintentional absurdity.

"International law allows a state to detain enemy combatants for the duration of hostilities," she said. But the administration has vitiated international law with its presidential findings. The "global war on terror" is a conflict without end; its time limit extends into perpetuity. So long as terror is used as a tactic, or the threat of terror exists, which it always does, a state of war, such as it is, justifies indefinite detention.

Then, Rice presented as the administration's position precisely the position it opposes: "Detainees may only be held for an extended period if the intelligence or other evidence against them has been carefully evaluated and supports a determination that detention is lawful. The U.S. does not seek to hold anyone for a period beyond what is necessary to evaluate the intelligence or other evidence against them, prevent further acts of terrorism, or hold them for legal proceedings." But the Bush administration has refused to place detainees within the criminal justice system. Instead, they have been kept in a legal limbo, denied the protections of both the U.S. justice system and the Geneva Conventions. The administration has hid "ghost detainees" from the International Red Cross. If the suspects are criminals, they have not been tried as criminals.

Rice cited two cases to make her point: Carlos the Jackal, the international terrorist captured in Sudan in 1994, and Ramzi Youssef, the 1993 World Trade Center bomber. But, unlike current detainees, both were put on public trial, Carlos in France, Youssef in the United States. And the European Commission on Human Rights issued a report that Carlos' rights were not violated. Both cases refuted in their particulars the larger argument Rice was making.

One case Rice did not cite was that of Ibn al-Shaykh al-Libi, a captured al-Qaida operative, whose claims about Saddam Hussein's possession of WMD were used by the administration to build the case for the Iraq war. "We've learned that Iraq has trained Al Qaeda members in bomb-making and poisons and deadly gases," President Bush said on Oct. 7, 2002, drawing on al-Libi's information. Al-Libi also provided the basis for a dramatic high point of Secretary of State Powell's U.N. speech: "the story of a senior terrorist operative telling how Iraq provided training in these weapons to Al Qaeda. Fortunately, this operative is now detained, and he has told his story. I will relate to you now, as he himself, described it." But al-Libi had been tortured and repeated to his interrogators what they had suggested to him. The Defense Intelligence Agency reported in February 2002 that al-Libi's information was dubious, and the CIA also questioned its credibility in a report in January 2003 - both reports made before the war. Rice's various statements created a pandemonium across Europe that she tried to quiet with a clarification Wednesday in Ukraine. The policy she had just declared we did not follow she announced we would no longer pursue. "As a matter of U.S. policy, the United States' obligations under the CAT [U.N. Convention Against Torture], which prohibits cruel, inhumane and degrading treatment - those obligations extend to U.S. personnel wherever they are, whether they are in the United States or outside of the United States," Rice said at a press conference with Ukrainian President Viktor Yushchenko.

Rice's erratic journey also raises the question of her own part in the policy. The Washington Post story on el-Masri reports that Rice intervened on the side of informing the German government, a disclosure that resulted in el-Masri's release. This fact suggests that Rice has a degree of authority and knowledge in the realm of detainees and "black sites."

Since 2003, Rice has repeatedly told representatives of Human Rights Watch and other similar organizations that the U.S. does not torture. There is no trail of memos tracing her involvement in the titanic struggle over U.S. torture policy between Powell and the senior military on one side and Dick Cheney, Donald Rumsfeld and John Ashcroft's Justice Department on the other. Was the national security advisor completely out of the loop? On Nov. 19., ABC News reported, "Current and former CIA officers tell ABC News there is a presidential finding, signed in 2002, by President Bush, Condoleezza Rice and then-Attorney General John Ashcroft, approving the [harsh interrogation] techniques, including waterboarding."

That technique has its origin in the Spanish Inquisition. Indeed, in 1490, a baptized Christian who was a secret Jew, a converso named Benito Garcia, was subjected to water torture. The process drew out of him a confession of the ritual murder of a Christian child by crucifixion to get his blood for a magic ceremony to halt the Inquisition and bring about Jewish control. The incident greatly helped whip up the fear that led to the expulsion of the Jews in 1492, as described by James Reston Jr. in his new book, "Dogs of God: Columbus, the Inquisition, and the Defeat of the Moors."

Since the Inquisition, the method of waterboarding has been little refined. But Rice, like Bush, says we did not and will not torture anymore.

The long march of Dick Cheney

For his entire career, he sought untrammeled power. The Bush presidency and 9/11 finally gave it to him -- and he's not about to give it up.

Salon.com" -- -- The hallmark of the Dick Cheney administration is its illegitimacy. Its essential method is bypassing established lines of authority; its goal is the concentration of unaccountable presidential power. When it matters, the regular operations of the CIA, Defense Department and State Department have been sidelined.

Richard Nixon is the model, but with modifications. In the Nixon administration, the president was the prime mover, present at the creation of his own options, attentive to detail, and conscious of their consequences. In the Cheney administration, the president is volatile but passive, firm but malleable, presiding but absent. Once his complicity has been arranged, a closely held "cabal" -- as Lawrence Wilkerson, once chief of staff to former Secretary of State Colin Powell, calls it -- wields control.

Within the White House, the office of the vice president is the strategic center. The National Security Council has been demoted to enabler and implementer. Systems of off-line operations have been laid to evade professional analysis and a responsible chain of command. Those who attempt to fulfill their duties in the old ways have been humiliated when necessary, fired, retired early or shunted aside. In their place, acolytes and careerists indistinguishable from true believers in their eagerness have been elevated.

The collapse of sections of the façade shielding Cheney from public view has not inhibited him. His former chief of staff, I. Lewis Libby, indicted on five counts of perjury and obstruction of justice, appears to be withholding information about the vice president's actions in the Plame affair from the special prosecutor. While Bush has declaimed, "We do not torture," Cheney lobbied the Senate to stop it from prohibiting torture.

At the same time, Cheney has taken the lead in defending the administration from charges that it twisted intelligence to justify the Iraq war and misled the Congress even as new stories underscore the legitimacy of the charges.

Former Sen. Bob Graham has revealed, in a Nov. 20 article in the Washington Post, that the condensed version of the National Intelligence Estimate titled "Iraq's Weapons of Mass Destruction Programs" that was submitted to the Senate days before it voted on the Iraq war resolution "represented an unqualified case that Hussein possessed [WMD], avoided a discussion of whether he had the will to use them and omitted the dissenting opinions contained in the classified version." The condensed version also contained the falsehood that Saddam Hussein was seeking "weapons-grade fissile material from abroad."

The administration relied for key information in the NIE on an Iraqi defector code-named Curveball. According to a Nov. 20 report in the Los Angeles Times, it had learned from German intelligence beforehand that Curveball was completely untrustworthy and his claims fabricated. Yet Bush, Cheney and, most notably, Powell in his prewar performance before the United Nations, which he now calls the biggest "blot" on his record and about which he insists he was "deceived," touted Curveball's disinformation.

In two speeches over the past week Cheney has called congressional critics "dishonest," "shameless" and "reprehensible." He ridiculed their claim that they did not have the same intelligence as the administration. "These are elected officials who had access to the intelligence materials. They are known to have a high opinion of their own analytical capabilities." Lambasting them for historical "revisionism," he repeatedly invoked Sept. 11. "We were not in Iraq on September 11th, 2001 -- and the terrorists hit us anyway," he said.

The day after Cheney's most recent speech, the National Journal reported that the president's daily briefing prepared by the CIA 10 days after Sept. 11, 2001, indicated that there was no connection between Saddam and the terrorist attacks. Of course, the 9/11 Commission had made the same point in its report.

Even though experts and pundits contradict his talking points, Cheney presents them with characteristic assurance. His rhetoric is like a paving truck that will flatten obstacles. Cheney remains undeterred; he has no recourse. He will not run for president in 2008. He is defending more than the Bush record; he is defending the culmination of his career. Cheney's alliances, ideas, antagonisms and tactics have accumulated for decades.

Cheney is a master bureaucrat, proficient in the White House, the agencies and departments, and Congress. The many offices Cheney has held add up to an extraordinary résumé. His competence and measured manner are often mistaken for moderation. Among those who have misjudged Cheney are military men -- Colin Powell, Brent Scowcroft and Wilkerson, who lacked a sense of him as a political man in full. As a result, they expressed surprise at their discovery of the ideological hard man. Scowcroft told the New Yorker recently that Cheney was not the Cheney he once knew. But Scowcroft and the other military men rose by working through regular channels; they were trained to respect established authority. They are at a disadvantage in internal political battles with those operating by different rules of warfare. Their realism does not account for radicalism within the U.S. government.

Nixon's resignation in the Watergate scandal thwarted his designs for an unchecked imperial presidency. It was in that White House that Cheney gained his formative experience as the assistant to Nixon's counselor, Donald Rumsfeld. When Gerald Ford acceded to the presidency, he summoned Rumsfeld from his posting as NATO ambassador to become his chief of staff. Rumsfeld, in turn, brought back his former deputy, Cheney.

From Nixon, they learned the application of ruthlessness and the harsh lesson of failure. Under Ford, Rumsfeld designated Cheney as his surrogate on intelligence matters. During the immediate aftermath of Watergate, Congress investigated past CIA abuses, and the press was filled with revelations. In May 1975, Seymour Hersh reported in the New York Times on how the CIA had sought to recover a sunken Soviet submarine with a deep-sea mining vessel called the Glomar Explorer, built by Howard Hughes. When Hersh's article appeared, Cheney wrote memos laying out options ranging from indicting Hersh or getting a search warrant for Hersh's apartment to suing the Times and pressuring its owners "to discourage the NYT and other publications from similar action." "In the end," writes James Mann, in his indispensable book, "Rise of the Vulcans: The History of Bush's War Cabinet," "Cheney and the White House decided to back off after the intelligence community decided its work had not been significantly damaged."

Rumsfeld and Cheney quickly gained control of the White House staff, edging out Ford's old aides. From this base, they waged bureaucratic war on Vice President Nelson Rockefeller and Henry Kissinger, a colossus of foreign policy, who occupied the posts of both secretary of state and national security advisor. Rumsfeld and Cheney were the right wing of the Ford administration, opposed to the policy of détente with the Soviet Union, and they operated by stealthy internal maneuver. The Secret Service gave Cheney the code name "Backseat."

In 1975, Rumsfeld and Cheney stage-managed a Cabinet purge called the "Halloween massacre" that made Rumsfeld secretary of defense and Cheney White House chief of staff. Kissinger, forced to surrender control of the National Security Council, angrily drafted a letter of resignation (which he never submitted). Rumsfeld and Cheney helped convince Ford, who faced a challenge for the Republican nomination from Ronald Reagan, that he needed to shore up his support on the right and that Rockefeller was a political liability. Rockefeller felt compelled to announce he would not be Ford's running mate. Upset at the end of his ambition, Rockefeller charged that Rumsfeld intended to become vice president himself. In fact, Rumsfeld had contemplated running for president in the future and undoubtedly would have accepted a vice presidential nod.

In the meantime, Secretary of Defense Rumsfeld undermined the negotiations for a new Strategic Arms Limitation Treaty being conducted by Kissinger. Fighting off Reagan's attacks during the Republican primaries, Ford was pressured by Cheney to adopt his foreign policy views, which amounted to a self-repudiation. At the Republican Party Convention, acting as Ford's representative, Cheney engineered the adoption of Reagan's foreign policy plank in the platform. By doing so he preempted an open debate and split. Privately, Ford, Kissinger and Rockefeller were infuriated.

As part of the Halloween massacre Rumsfeld and Cheney pushed out CIA director William Colby and replaced him with George H.W. Bush, then the U.S. plenipotentiary to China. The CIA had been uncooperative with the Rumsfeld/Cheney anti-détente campaign. Instead of producing intelligence reports simply showing an urgent Soviet military buildup, the CIA issued complex analyses that were filled with qualifications. Its National Intelligence Estimate on the Soviet threat contained numerous caveats, dissents and contradictory opinions. From the conservative point of view, the CIA was guilty of groupthink, unwilling to challenge its own premises and hostile to conservative ideas.

The new CIA director was prompted to authorize an alternative unit outside the CIA to challenge the agency's intelligence on Soviet intentions. Bush was more compliant in the political winds than his predecessor. Consisting of a host of conservatives, the unit was called Team B. A young aide from the Arms Control and Disarmament Agency, Paul Wolfowitz, was selected to represent Rumsfeld's interest and served as coauthor of Team B's report. The report was single-minded in its conclusion about the Soviet buildup and cleansed of contrary intelligence. It was fundamentally a political tool in the struggle for control of the Republican Party, intended to destroy détente and aimed particularly at Kissinger. Both Ford and Kissinger took pains to dismiss Team B and its effort. (Later, Team B's report was revealed to be wildly off the mark about the scope and capability of the Soviet military.)

With Ford's defeat, Team B became the kernel of the Committee on the Present Danger, a conservative group that attacked President Carter for weakness on the Soviet threat. The growing strength of the right thwarted ratification of SALT II, setting the stage for Reagan's nomination and election.

Elected to the House of Representatives in 1978, Cheney became the Republican leader on the House Intelligence Committee, where he consistently fought congressional oversight and limits on presidential authority. When Congress investigated the Iran-Contra scandal (the creation of an illegal, privately funded, offshore U.S. foreign policy initiative), Cheney was the crucial administration defender. At every turn, he blocked the Democrats and prevented them from questioning Vice President Bush. Under his leadership, not a single House Republican signed the special investigating committee's final report charging "secrecy, deception and disdain for law." Instead, the Republicans issued their own report claiming there had been no major wrongdoing.

The origin of Cheney's alliance with the neoconservatives goes back to his instrumental support for Team B. Upon being appointed secretary of defense by the elder Bush, he kept on Wolfowitz as undersecretary. And Wolfowitz kept on his deputy, his former student at the University of Chicago, Scooter Libby. Earlier, Wolfowitz and Libby had written a document expressing suspicion of Soviet leader Mikhail Gorbachev's liberalizing perestroika and warning against making deals with him, a document that President Reagan ignored as he made an arms control agreement and proclaimed that the Cold War was ending.

During the Gulf War, Secretary of Defense Cheney clashed with Gen. Colin Powell. At one point, he admonished Powell, who had been Reagan's national security advisor, "Colin, you're chairman of the Joint Chiefs ... so stick to military matters." During the run-up to the war, Cheney set up a secret unit in the Pentagon to develop an alternative war plan, his own version of Team B. "Set up a team, and don't tell Powell or anybody else," Cheney ordered Wolfowitz. The plan was called Operation Scorpion. "While Powell was out of town, visiting Saudi Arabia, Cheney -- again, without telling Powell -- took the civilian-drafted plan, Operation Scorpion, to the White House and presented it to the president and the national security adviser," writes Mann in his book. Bush, however, rejected it as too risky. Gen. Norman Schwarzkopf was enraged at Cheney's presumption. "Put a civilian in charge of professional military men and before long he's no longer satisfied with setting policy but wants to outgeneral the generals," he wrote in his memoir. After Operation Scorpion was rejected, Cheney urged Bush to go to war without congressional approval, a notion the elder Bush dismissed.

After the Gulf War victory, in 1992, Cheney approved a new "Defense Planning Guidance" advocating U.S. unilateralism in the post-Cold War, a document whose final draft was written by Libby. Cheney assumed Republican rule for the indefinite future.

One week after Bill Clinton's inauguration, on Jan. 27, 1993, Cheney appeared on "Larry King Live," where he declared his interest in running for the presidency. "Obviously," he said, "it's something I'll take a look at ... Obviously, I've worked for three presidents and watched two others up close, and so it is an idea that has occurred to me." For two years, he quietly campaigned in Republican circles, but discovered little enthusiasm. He was less well known than he imagined and less magnetic in person than his former titles suggested. On Aug. 10, 1995, he held a news conference at the headquarters of the Halliburton Co. in Dallas, announcing he would become its chief executive officer. "When I made the decision earlier this year not to run for president, not to seek the White House, that really was a decision to wrap up my political career and move on to other things," he said.

But in 2000, Cheney surfaced in the role of party elder, above the fray, willing to serve as the man who would help Gov. George W. Bush determine who should be his running mate. Prospective candidates turned over to him all sensitive material about themselves, financial, political and personal. Once he had collected it, he decided that he should be the vice presidential candidate himself. Bush said he had previously thought of the idea and happily accepted. Asked who vetted Cheney's records, Bush's then aide Karen Hughes explained, "Just as with other candidates, Secretary Cheney is the one who handled that."

Most observers assumed that Cheney would provide balancing experience and maturity, serving in his way as a surrogate father and elder statesman. Few grasped his deeply held view on presidential power. With Rumsfeld returned as secretary of defense, the position he had held during the Ford administration, the old team was back in place. Rivals from the past had departed and the field was clear. The methods used before were implemented again. To get around the CIA, the Office of Special Plans was created within the Pentagon, yet another version of Team B. Senior military dissenters were removed. Powell was manipulated and outmaneuvered.

The making of the Iraq war, torture policy and an industry-friendly energy plan has required secrecy, deception and subordination of government as it previously existed. But these, too, are means to an end. Even projecting a "war on terror" as total war, trying to envelop the whole American society within its fog, is a device to invest absolute power in the executive.

Dick Cheney sees in George W. Bush his last chance. Nixon self-destructed, Ford was fatally compromised by his moderation, Reagan was not what was hoped for, the elder Bush ended up a disappointment. In every case, the Republican presidents had been checked or gone soft. Finally, President Bush provided the instrument, Sept. 11 the opportunity. This time the failures of the past provided the guideposts for getting it right. The administration's heedlessness was simply the wisdom of Cheney's experience.
